during dog breeding we witnessed penetration but no tie

During dog breeding, we witnessed penetration, but no tie. No pregnancy. Both dogs vet checked, fertile and healthy. Should I try again with these two, or any suggestions? Why would they not tie?

You will not get a litter unless you have a successful tie. I would try again with these two dogs. She will be most likely to stand for him around days 9-13 in her cycle so be sure and put them together at least once a day from day 9 on until you get a successful tie.

We had them together for all day (separating at nightime) from days 11-15. Is it possible it was already too late? She was so willing and he mounted but never tied. Can we have vet check on her to tell peak time to try? Thank you.
