Will neutering my dog make him less agressive towards other doegs?

I have a neutered shepherd-lab mix and an un-neutered Rottweiler. Within the past 2 weeks the Rott has become very aggressive to the other dog. Is this because he is not neutered? The Rott will be 4 years old and the Lab mix is almost 7.
