my dog is throwing up after any ingestion of liquids ...

my dog is throwing up after any ingestion of liquids or food. he has been to the vet several times. his blood tests show some elevated liver enzyme levels but that is about all. stool samples are negative. when he throws up he gets this white faomy substance coming out of mouth and nose that chokes him up until it passes. he has been on a regimen of zeniquil for anti inflammation, amoxi, and methoclopramide for nausea but it is not helping. he has also had a shot of penicillin and an iv fluid injection today. please offer any help you might be able to provide.
