My dog has a serious flea problem. I have tried everything ...

My dog has a serious flea problem. I have tried everything from flea collars, on the spot medications like frontline, flea baths, to spraying the house. But he still itches and I can see the little buggers on him still. What can I do? I don't want to overmedicate the little guy. I heard that if you give a dog garlic it repels them, but isn't that poisonous to him?
