I would agree with you the feet are likely infected, and because this is seasonal related, I don't see a need for a biopsy. When the condition gets this bad uncontrollable by antihistamines and steroid injections, your best bet is to seek a dermatologist referral from your vet so that you could have customizable injections made up for your dog to control these allergies. A biopsy will likely prove no help in this matter.
Instead of antibacterial soap, i would use a betadine (iodine) or chlorhexidine solution mixed 1 part to 10 parts water to soak the feet 5 minutes at a time, 2-3 times a day, and pat dry very gently but thoroughly. Covering with booties may be needed to help prevent additional trauma to the raw areas and an e-collar a must while healing up. Oral antibiotics are also required to help prevent systemic spread of the infection. This is a severe case, but not an uncommon one, and I do think if further action is to be taken in dealing with your dog's allergies, a dermatologist is your best bet to have the best experienced person dealing with this which ends up being much cheaper and faster relief for the dog in the long run.
