Try taking some on a damp paper towel and see if it looks red or forms a red tint when you dampen it. That would indicate it might be blood.
It could also be an issue with sebaceous glands in the area being over productive.
But you should have the vet check this out as it might be due to an infection with bacteria or yeast causing the skin around the mouth to crust up.
